Nearly 80 judges and prosecutors will be transferred to new jurisdictions today in a move that the Justice Ministry maintained would curb corruption, despite more sceptical assessments yesterday from legal observers and the opposition Cambodia National Rescue Party. According to Sam Prachea Manith, chief of cabinet at the Ministry of Justice, 78 court officers will leave their current positions, with some advancing in the ranks and others moving laterally to similar positions in different provinces. “Judges [and prosecutors] must not be allowed to stay anywhere for a long time because this can breed favouritism that makes it difficult for them to decide the case,” Prachea Manith said. However, CNRP lawmaker-elect Eng Chhay Eang expressed doubt that the movements would have any effect. “The movement of judges from one place to another is not deep reform; it is a lie,” Chhay Eang said. “If we want to have deep reform, we must not allow court presidents and judges to be involved in political parties. Legal expert Sok Sam Oeun also took a dim view of the moves, saying that changes to the actual structure of the courts would be “a good reform”. “But if we reform by changing people from one place to another and the work system is still the same, it is not a reform. Meanwhile, 40 judges and prosecutors past the age of retirement were granted permission by King Norodom Sihamoni on April 6 to continue working, despite a 2005 royal decree requiring judges and prosecutors to retire at 60, an official at the Justice Ministry has said. “The reason why the ministry has requested the King allow them to continue performing their work is because they were good people, and have more work experience,” the official said, speaking on the condition of anonymity. Oeun, the legal expert, said it was common practice in the developed world to allow judges to work on after reaching retirement age as long as they were fit for service, but advised against allowing them to hold leadership positions. Officials in parts of Manitoba, Ontario, and New Brunswick are on flood alert as fast-melting snow and heavy rains threaten to submerge homes and businesses along bloated bodies of water. In New Brunswick, officials are concerned about ice jams in parts of the province. Early on Sunday, a massive one breached the Grand Falls dam and started heading for the village of Perth-Andover. There were concerns that the St. John River would crest, but officials say the jam later passed safely through the village. Water levels in the community have since stabilized, and the ice jam has moved downstream to Beechwood, just south of the village, where another patch of ice is located. "We were close to mandatory evacuation, but thankfully things started to level out," village spokesperson Justine Waldeck told The Canadian Press. Outside of Perth-Andover, residents in Fredericton, Maugerville, Jemseg, Grand Lake, Sheffield, Lakeville Corner and Quispamsis remain on flood watch. According to the province, water levels are expected to remain high for a few days. In Manitoba, residents are bracing for a potential flood as water from the ice-choked Assiniboine River is threatening to spill over. The province said Sunday the river remains under a high water advisory, from Holland to Portage la Prairie, due to potential ice jams. "The ice cover in Winnipeg remains strong and, in general, is causing levels to be two feet higher than they would be under open water conditions," Manitoba Infrastructure and Transportation said in a statement. High water advisories have also been issued for streams in eastern Manitoba, east of the Red River and south of the Winnipeg River. The province also warned that a "significant snowpack" combined with a rapid snow melt and the potential for ice jams may result in these bodies of water cresting. Four municipalities in eastern Ontario near the Moira River were placed under a state of emergency after heavy rains on Monday and fast-melting snow left many homes partially submerged in water. The river's water levels have since peaked but officials warn that the fast-moving floodwaters still pose a threat to residents. Belleville Mayor Neil Ellis said Saturday the latest flood could potentially reach record highs. "The way the melt is going, we could even hit the 100-year level," Ellis told CTV Toronto. Residents in the area have been sandbagging for days but despite their efforts, many homes were still affected by the flood. "We have about 600 homes that are impacted by the flood," Terry Murphy, the general manager of Quinte Conservation, told CTV Toronto. "We also have bridge that has now been closed. We have all kinds of roads that have been closed because the flood water is too deep to allow safe access. Officials say floodwaters are expected to stay in the area for about a week. They are advising residents not to drink water from wells within 50 metre of the floodwaters. North of the region, residents in Peterborough are also scrambling to safeguard their homes. The area remains under a flood warning due to rising temperatures and melting snow. Similar conditions have caused officials in Ramara, near Orillia, and in the Muskoka region to also keep an eye on water levels. Water levels stabilize in N.B. Continue reading the main story Nav Bhatia has watched a lot of bad basketball, the inevitable result of being a Toronto Raptors season-ticket holder since the franchise’s inception in 1995. Bhatia, 62, has never missed a regular-season home game, he said. He watched Kobe Bryant score 81 points against Toronto in 2006. He endured a 66-loss season in 1997-98. He rooted for the Raptors when Morris Peterson was among their leading scorers. His enthusiasm never waned. Bhatia, the owner of two Toronto-area Hyundai dealerships, remained courtside, chiding far superior opponents for being too old, too slow, sometimes both. “It’s funny,” the Raptors’ DeMar DeRozan said, “because I watch old games from the late 1990s, and you see Nav sitting in the exact same seat, doing the exact same things. Given the team’s up-and-down history — mostly down — Bhatia is relishing this postseason. The Raptors, the third seed in the Eastern Conference, trail the Nets by 1-0 in their best-of-seven first-round series. Game 2 is Tuesday at Air Canada Centre. “This season has been very special because nobody expected this,” said Bhatia, whose sizable commitment to the Raptors includes roughly $300,000 a year on game tickets, many of them for fellow Torontonians with South Asian roots. “Basketball has given us a way to connect to the mainstream. We might look different, but we have the same passion for the game. Bhatia refers to almost everyone he knows as either “my good buddy” (Vince Carter, Dwight Howard) or “my dear friend” (Mark Cuban, the rapper Drake). Over the course of a recent 30-minute conversation at Madison Square Garden, he used the word “love” 15 times. He loves basketball. He loves the Raptors. He loves his employees. He loves his wife. “I work very hard,” Bhatia said. “I work from 8 in the morning until 11 at night. But for the two and a half hours when I’m here, I’m in a different zone. On Wednesday, about an hour before the Raptors faced the Knicks in their regular-season finale, Bhatia planted himself in a courtside folding chair next to Allan Houston, the Knicks’ assistant general manager. Bhatia used to heckle him during Houston’s playing days, although “heckle” may be too strong of a word. Bhatia neither swears nor scolds. Instead, he mocks and admonishes, a one-man version of Statler and Waldorf from “The Muppet Show.” He tells players that they are washed up, that their legs have “no juice.” Bhatia has a habit of repeating himself until the players acknowledge him. His persistence was on display before the tip Wednesday. He spotted Darrell Walker, a Knicks assistant whom Bhatia has known since Walker’s brief tenure as the Raptors’ coach, from 1996 to 1998. “Darrell!” Bhatia yelped. Walker turned around — what choice did he have? — and grabbed a seat. “What’s up, Nav?” he said. Bhatia was wearing several sparkly pieces of jewelry. His watch was practically the size of a chandelier. “I have to be in touch with these young people!” Bhatia said. Other dignitaries stopped to pay their respects, including Kyle Lowry, the Raptors’ starting point guard. (Bhatia recalled being worried that Lowry would be traded midseason. “I told them not to break up the family,” he said.) Next came two fans from New York who recognized Bhatia from television and wanted a photograph with him. Then there was Jonas Valanciunas, the team’s young center from Lithuania. Bhatia has helped him with his English. “He’s like my dad,” Valanciunas said. John Altilia, who manages security for the Raptors, said: “Nav is such a fixture that opposing players will ask where he is if they don’t see him. He’s been nothing but an ambassador. Bhatia and his wife, Arvinder, moved to Toronto in 1984 amid anti-Sikh riots in India. Trained as a mechanical engineer, Bhatia had trouble finding work. People, he said, were unaccustomed to his turban. He looked different, sounded different. He did odd jobs, mopping floors, whatever he could find. He eventually landed an audition as a car salesman at a Hyundai dealership. Bhatia likes to exercise his vocal cords, and he used them to great effect, selling 127 cars in three months, he said. It was, to his knowledge, a record. He had found his calling, or at least one of them. Enter the Raptors, who arrived a decade later as an expansion franchise. Bhatia invested in a pair of season tickets at SkyDome, where the team was playing its home games. The seats were not particularly good. He might as well have been in Quebec. But at least he was in the building. And he was hooked. At the same time, he was becoming more successful in his professional life. At the car dealership, he went from salesman to manager to general manager to owner, with 145 employees in his organization. All that hard work manifested itself in one vital way: pockets deep enough to afford courtside seats to Raptors games. It was, he said, a life-changing experience. “I’m an addict of basketball,” said Bhatia, who now has 10 season tickets and likes to share them. “I don’t drink. I don’t smoke. I don’t womanize. But I Raptorize. That’s it. Raptorizing takes many forms. DeRozan was a rookie with the Raptors in 2009 when he met Bhatia. DeRozan was new to the city, so Bhatia offered DeRozan some insight: the neighborhoods, the restaurants, the history of the team. At some point during their conversation, DeRozan casually mentioned that he was looking for a car. The next morning, he awoke to discover a Range Rover parked outside his home. Bhatia wanted DeRozan to borrow the vehicle until he found one of his own. “Everybody loves Nav,” DeRozan said. At the Garden last week, Bhatia wore a pass around his neck that indicated he was Knicks Coach Mike Woodson’s invited guest. Their history dates to 2003, when Woodson was an assistant under Larry Brown with the Detroit Pistons. The Pistons were in Toronto for a game that season, and Bhatia was sitting courtside when Woodson left the bench (along with Brown) to argue a call. Bhatia, who was sitting nearby, told Woodson to sit down. Woodson did not appreciate this bit of unsolicited advice and asked Bhatia — in so many words — to clarify himself. “You heard me,” Bhatia recalled telling Woodson. “Your head coach is talking to the referee. You’re an assistant. That’s very rude of you. No manners for you. Woodson glared at Bhatia throughout the game and even afterward, as he left the court. “He looked like he was going to kill me,” Bhatia said. They were not friends. Not yet, anyway. The next season, Woodson returned to Toronto as the coach of the Atlanta Hawks. He found Bhatia during warm-ups so he could reintroduce himself. The gist of their short conversation was, Remember me? Bhatia congratulated Woodson on his new position and invited him to dinner. Woodson accepted. Their meals together have become something of a ritual. Both men like to eat, after all. When the Knicks were in Toronto on April 11, Bhatia hosted Woodson and several members of his staff at Harbour Sixty, a posh steakhouse on the waterfront that Woodson favors. “That’s his place,” Bhatia said. Bhatia said it was difficult for him to watch the Raptors’ Game 1 loss to the Nets on Saturday. The team seemed so nervous, he said. He sat next to DeRozan’s fiancée, Kiara Morrison, who told him that she had tossed and turned the night before. “DeMar must not have slept, either,” Bhatia said. “I think it was a new experience for them. As turmoil continues to grip eastern Ukraine, one separatist has been making a name for himself. Denis Pushilin is the self-proclaimed leader of the Donetsk People's Republic - and until now was completely unknown. Though several days have passed since Russia, Ukraine and the West called for an end to violence, intimidation and provocation in eastern Ukraine, tensions have yet to ease in the region. Pro-Russian separatists have refused to accept the terms of the international deal struck in Geneva. One young man in particular has made his views clear: Denis Pushilin. The spokesman for the self-proclaimed Donetsk People's Republic has demanded that the government in Kyiv step down before the separatists agree to lay down their weapons and vacate occupied government buildings. "We agree that the buildings should be vacated. But first, [Prime Minister Arseniy] Yatsenyuk and [President Oleksandr] Turchinov must leave the buildings which they have illegally occupied since the coup," said Pushilin. In the last few days, the 32-year-old businessman has emerged as the spokesman and self-proclaimed leader of the Donetsk People's Republic. Earlier this week he was completely unknown; today, the confident man with the full beard is being quoted in news reports around the world. This is Pushilin's second attempt at playing politics. According to Ukraine's central election commission, he ran as a member of the party "We Have One Goal" in the 2012 election, hoping to represent the Kyiv region - and failed. His election campaign covered many issues, but mentioned nothing about a special protection for Russians or Russian speakers. Aside from this earlier attempt at politics, very little is known about Pushilin. He appears to be a fan of boxing and travel, and graduated from school with average results. His Facebook profile features an interview with the Russian news agency RIA-Novosti and many photos, including shots of him in swimming trunks. He doesn't appear to have much of a following on the social network - his posts are only acknowledged with a handful of likes. Pushilin's sudden fame has irritated many separatists. "I have never heard of him before. It's hard to say where he's come from," said a member of the pro-Russian movement, who asked to remain anonymous. Pushilin presented himself to the people as someone who could be relied on, but ultimately, said the man, he is not so important, simply because the movement has no clear leader. The separatists have made strict demandsThis assessment is consistent with that of Volodymyr Kipen, a Ukrainian political analyst and head of the Donetsk-based Institute for Social Studies and Political Analysis. "These people are quite uninteresting as individuals. Their function is merely to disseminate political manifestos," said Kipen. For him, Pushilin is simply a "puppet" with only one main role: to further destabilize the region. In addition, Pushilin can act as a kind of smoke screen for other, more well-known individuals who wouldn't dare make risky statements in public. And there is an element of risk for Pushilin. In early March another self-proclaimed "people's governor," Pavel Gubarev, made headlines of his own. But after a few days, the 31-year-old former history student was arrested by Ukraine's security service agency, SBU. The accusation: Gubarev was involved with "attacks on state institutions, a violent attempt to seize power and a conspiracy to destroy Ukraine's territorial integrity." Discover The Most ... On 9 April, the Northern Ireland Region of the Riding for the Disabled Association held its first Regional Show Jumping qualifier. Over 20 riders took part in what promises to be a growing sport in the RDA. The competition at all three levels was fantastic and all of the riders can be very pleased with their performances in this new RDA activity. Judges Vina Buller and Hilary Jones were very impressed by the high standards of jumping and also the efforts that the riders had gone to with their turnout. Several of the riders have now qualified for the RDA national Show Jumping finals in Hartpury in July. Many thanks to Christopher Bogel and Claire Walker who organised proceedings. In March, the RDA NI Region was delighted to welcome Lynne Munro, one of RDA’s most respected physiotherapists to the Province. Lynne gave advice on pre riding assessments, necessary to ascertain the individual needs of each rider who wants to join an RDA group. She also discussed contra indications, situations when riding would not be suitable. RDA NI would be very interested to hear from any physiotherapists who may be interested in assisting RDA or if anyone would be interested in the Hippotherapy training provided by ACPTR. John Robinson, a distinguished dressage judge, travelled from England last weekend to train RDA Volunteers and Judges. RDA Instructors learnt more about competitive dressage riding and the requirements that the judges look for. Most had the Regional dressage qualifiers on April 30 at the forefront of their minds, at which NI riders will be competing to ride at Hartpury this summer. The Judges watched a variety of RDA riders with widely differing disabilities and compared and discussed their scores. Riding for the Disabled (RDA) seeks to help those who will benefit most from the therapy achieved through horse riding while encouraging riders to reach their full potential and compete at the top level. They are keen to recruit new volunteers who would be able to give up some time to help, or horse owners who would be willing to loan their horse/pony for these riding lessons. San Antonio Community Hospital’s Easvale San Antonio Medical Plaza on Limonite Avenue is seen. The hospital’s expansion will add a total of 179,000 square feet of space, increasing the hospital’s size by 50 percent. UPLAND >> It began more than 100 years ago as a community hospital, with only 18 beds and five physicians — meant to serve the needs of a small citrus town. As the region expanded, so has the role of San Antonio Community Hospital — to a regional health care provider with a 279-bed medical center and more than 500 physicians. The hospital has more than 1,600 on staff and 300 volunteers. San Antonio is now in the midst of its largest expansion — a new tower, which will add a total of 179,000 square feet of hospital space, increases the hospital’s size by 50 percent. To the south in Eastvale, plans are under way to add an associated new medical center and make health care readily accessible to a growing city. “We’ve grown from being a provider for a community to becoming a regional provider to many. Eastvale is representative of another effort to serve and better the community,” said Harris F. Koenig, president and chief executive officer of San Antonio Community. In 1907, Dr. William Howard Craig began the hospital in his town because he didn’t want people to have to travel to Los Angeles to get to care, he said. Through the years the hospital has continued to meet those needs especially in the key areas of growth in the Inland Empire, by adding to its network of care. It opened Rancho San Antonio Medical Plaza in Rancho Cucamonga and Sierra San Antonio Medical Plaza in Fontana in the last three decades. The centers provide doctor services, which do not require a hospital — so you won’t have to go all the way to the hospital. “We’re still looking at opportunities to better serve people. The reason why this hospital came into existence was to keep people from leaving the area to get hospital services. As the area evolves, we need to continue to grow our services so that people don’t go out of the area to get their services,” Koenig said. Despite the expansion of the centers, the hospital had outgrown its facility, officials said. The hospital expansion consists of a new patient tower with 92 private beds including 12 for critical care as well as an additional 8,000 square feet for the hospital’s emergency department, adding 52 beds. The addition in the emergency department is critical, according to report released in 2010, there were 77,000 emergency room visits, making it one of the busiest in region. There were a little more than 15,000 admitted to San Antonio with patients being hospitalized an average of three days. “We had to build the building, due seismic rules or else we lose capacity and we are already overstretched for capacity,” he said. “That building will be able to better serve the community because we are going to have private rooms and a large emergency room. It also means the hospital can continue to improve in the advanced technologies it offers, Koenig said. “We don’t think its reasonable people should have to go to Los Angeles or Orange County to get care. As the population grows larger, the number of services we can and should offer grows,” Koenig said. Currently, the primary service area for the hospital is 803,000 residents encompassing cities as far west as La Verne and all they way to Fontana on the east, Rancho Cucamonga to the north and Chino to the south. The secondary service includes 443,000 residents in Rialto and Pomona as well as Norco and Eastvale. For Upland Mayor Ray Musser, who works in the health insurance sector, having an expanded facility elevates the city’s position in San Bernardino County especially when it comes to trying to attract new companies. Most recently there was a company that was looking to relocate 35 employees to Upland, he said. “It’s a big asset,” Muser said. That’s wasn’t always the case. When Musser had a heart attack at age 49, he had to go to Los Angeles to have his surgery. The hospital has since built a heart center, and in 2009 was the only hospital in the area with Tri-County Heart Attack receiving designation. The hospital is now also recognized by Inland Counties Emergency Medical Agency as a designated stroke center. “There is nothing better than to have a premier hospital, time is life,” he said. John Husing, Inland Empire economist, said San Antonio Community Hospital’s transformation as a regional provider has significant impact for the area’s financial health along with improving the well-being of the community. “The health sector is one of the non-blue collar jobs that brings money into the region from the outside, and it’s going to continue to grow because of Obamacare,” he said. “It’s a very powerful sector, and a sector that is being underserved in the region. For every job that is created at the facility, another 100 jobs are created around the region to support those services, he said. And in terms of employment, San Bernardino and Riverside counties have 30 percent more people for each health care worker than any other city in California. Part of that had to do with the speed in which the population grew in those two counties in the last decade, he said. Secondly, there wasn’t enough health care workers training in this region. From 1990 to 2012, the sector added 59,900 jobs or 2,723 per year. Husing noted that during the recession, this sector led the region in job growth. Another benefit, the health care sector offers a wide array of jobs and a 2013 median income of $57,443, he said. “The more it becomes the fabric of our business, the better off we are going to be,” Husing said. Eastvale San Antonio Medical Plaza is the latest of San Antonio’s satellite facilities. In early February, hospital officials along with civic leaders in Eastvale came out on a weekday to watch as the first wall was tilted up. The project is comprised of two buildings that will be developed in separate phases. Phase I will consist of a 40,000 square foot medical office building, offering a combination of outpatient diagnostic services and primary and specialty care physician offices. When hospital staff was looking for where to go next, it looked at a two-mile radius in Eastvale. “That was a big area that we felt there was a big need, both in terms of what is there now and what will be there in the future,” Koenig said. The medical center is centrally located to Norco, Jurupa, Eastvale and south Ontario,. All of these communities can be conveniently served by the Eastvale project and one of the reasons the site was chosen. An additional 30,000 square building will be built as the needs are identified. At full build-out it will have 150 to 300 jobs depending on the services it creates. It is expected to create between 75 to 100 jobs during the first phase, and 300 jobs when the project is fully developed. A longtime resident of the area before Eastvale was incorporated as a city, Mayor Ike Bootsma said he was pleased San Antonio Hospital recognized the area was being underserved. “It makes the town a little more complete,” Bootsma said. “I’d love to get a hospital in the city but this is the first step going that way. This area is lacking hospital and medical centers. In assessing the community’s need, the hospital identified three areas of priority: health care access, health promotion and education; and chronic disease prevention and management. In the next three to five years, Koenig said, the hospital will continue its path of transforming, this time moving from a sick-care provider to a health-care provider. “The need is at one level defined by the sickness we treat and the other part is looking at the need to develop health promotion types of services to help people get healthy,” he said. It will continue to evaluate areas where people can’t obtain levels of health or can’t gain access to the services they need to stay healthy or get sick care. Also factoring in all of this will be the continued implementation of the Affordable Care Act, which Koenig referred to as “a game-changer that is required. While there may be some disagreement about the whole system, Koenig said, the rate of increase of healthcare expenditures in this country is unsustainable. “The demand for healthcare and the way we have provided sick care are two things are unsustainable,” he said. There are aspects of the ACA that is already starting to change the industry’s view of providing sick care services to health promotion and prevention to try to keep people away from expensive medical services. “From a volume-based mentally to a value-based mentality — instead of trying to get as many patients in a doctor’s office or hospital,” he added. After all these years, what has made San Antonio Community Hospital so special — even though the facility has been strained — is the people, Koenig said. “It’s our people that make a difference day in and day out. It’s our people that are impacting people’s lives at the hospital,” he said. “I can’t speak enough of the San Antonio Community Hospital team, they are the folks that make a difference here. It will be so wonderful to have optimal accommodations to match the sterling work that our staff does here. They are meant to be in proper farm situations. But I imagine that some of us do have some great memories about Easter chicks and bunnies, too. Most of the parents who thought the pastel chicks were cute on Easter soon found out they were just baby chickens after all. As the colors faded, and the mess got worse, the chicks had to go. The lucky chicks got to go to a farm, and some lived out their lives in little backyard chicken coops, still treated as pets by the children. Our neighbors on a Navy base had pet chickens in the backyard of their quarters, much to the disdain of a nearby Admiral. After a vicious attack by some unknown predator one night, they were down to one cute little, very tame hen. She had been named “Jeffery” by a little boy who had hoped his blue chick was a rooster. The parents knew Jeffery had to move on to a safer home. That is when my in-laws from Ohio visited. They had chickens on their farm at home and agreed to take Jeffery with them in — what else but a cat carrier. We had already arranged to go to an amusement park together on their way back to Ohio, but the warm weather had us worried. As we arrived, we saw that the park had a free pet day care for visitors and we got an idea. After all, Jeffery was rather tame. Should you start taking CPP at age 60? It depends. But there some rules of thumb that can help with the decision. Ottawa is slowly changing the math on the Canada Pension Plan by increasing the incentive to wait until you are 65 or older before taking the state pension. When the rules are fully in effect in 2016, starting a CPP pension at 60 will give you 38 per cent less than if you wait until 65. At least once a month a reader asks what he or she should do. Take it now or wait? Is the smaller bird in the hand now, worth more than the bigger one five years away? Readers also wonder if there is some calculation that shows the point at which choosing one over the other is better. There isn’t a simple, one-size fits all answer, since each person has different financial needs. But there are some rules of thumb that can help. I asked two former chief actuaries at large pension consultants and the head of the Bank of Montreal’s Wealth management team to weigh in. By the way, all three are waiting as long as possible before starting their CPP. If you need the money to live on, take it as soon as possible. If you have health problems or have a family history of short life spans in retirement take it as soon as possible. If you think you can invest the money and come out ahead, take it early, but be warned that you’ll need a pretty hefty rate of return. You will pay tax on the pension and pay more tax on any profit unless you can put it into an RRSP or a Tax free Savings Account (TFSA). If you don’t need the money, wait as long as you can. You get a lot more and it is indexed and we’re living longer. A woman who is 60 this year can expect to live on average to 89.3 according to the Canadian Institute of Actuaries, whose mortality tables set the bar for large pension funds. A man who is 60 can expect to live to 87.3. Malcolm Hamilton, 63, Senior Fellow at the C. D. Howe Institute and former head actuary and partner at human resource consultant Mercer. “This is a decision that many Canadians will have to make based on intuition, not analysis. It depends on so many assumptions, including your life expectancy (who knows what that is), whether or not you have stopped working and if you aren’t working, your CPP earnings history (can you drop out future years of low earnings or not. Hamilton says other considerations include your assumptions about interest rates and your rate of return and your future tax rate. “As someone who retired 15 months ago, I have so far chosen not to apply for the CPP,” he says. Fred Vetesse, 60, chief actuary at consultant Morneau Sheppell and co-author of The Real Retirement. [Starting early] is the bird in the hand argument. The funny thing is that members of defined benefit plans do just the opposite. Few of them take their early retirement before the age when it is reduced. “Is [starting later] later always better? It depends on one’s life expectancy. If an individual has health problems and is unlikely to live as long as the average person, then early commencement (at 62) starts to make more sense. “I don’t buy the argument that one should take the bird in the hand because we don’t know how long we’ll live. The notion behind this is that if we die young then we’ll regret not having started CPP earlier. “Of course, being dead, we are beyond any regrets. The greater regret is taking CPP early and then living a long life. One will end up having much less guaranteed income in advanced old age than if they started their CPP late. Chris Buttigieg, 40, is a Certified Financial Planner and Senior Manager of Wealth Planning Strategy at the Bank of Montreal. Buttigieg has developed a tool that calculates the breakeven points of taking CPP at various ages. It is used by the bank’s financial professionals in discussions with clients. It assumes the changes are fully phased-in, you get the maximum pension and if you invest the money it earns 5 per cent return before tax. Buttigieg says the cornerstone of the decision is to have a financial plan that sets out what you want to do with your retirement. “That’s the important thing,” he says. “What are your goals? See what you need and then work back to whether you should take it early or late. Everybody’s retirement is different. * If you live beyond 90 (and plan to invest it) than you would have been better to wait until age 70.
